I guess that in reality they have to carry a certain number to cover F pax, but then the spares are available for business class. So maybe on your first flight they had a full F cabin?
The first flight was from an outstation back to Japan. They could have given most of them away on the outbound (daytime) flight. I don't think F was full on my flight.
The other possibility is that maybe the CA didn't understand you on your earlier flight. Previously, I asked for pyjamas and after a few blank looks was told they didn't have any on board. But then she came back 5 minutes later and asked if I meant パジャマ - and then she fetched some straight away.
The CA on the first flight did understand what I was asking for. She apologised again at the end of the flight and asked if I was able to relax without パジャマ.
