I think it's actually 10 and 11, but arguably, unlike A319 and A321, there is no exit row - at least in terms of seat comfort. There's no extra space on the A320. Furthermore 9 and 10 won't recline into the non-existant exit row. If you're in EuroTrash, just get the best seat you can in the first 17 rows.
The exception would be any BMI planes (with which I'm not so familiar).
