Have gotten the offer as well for an upcoming trip:

£69 - LHR-DUS
£69 - DUS-LHR

Flight length is about 1 hour, 20 min.
Both are evening flights.

Looking thru BA's list of what the ugprade includes, for me as a OW-E, I already have most of the bene's (lounge access, etc.) . I earn on AA, and it's a 25% mileage bonus (of a whopping 500 mile flight).

I've already got exit rows both directions on the A-319/A-320.
I've flown in CE before, and dont' see a massive difference between an exit row seat and a CE seat.

Whilst I don't think it worth it in terms of value for money, my only lean on it is will be going straight after work with little to no time for lounge access for the outbound, so it might be nice to have the nicer cabin service/ambiance/meal. Willl be returning at the end of a bank holiday weekend. and it's not a bad way to end a trip well. (more of the "treat yourself" rationalizations I suppose )
You have all the bene's already anyway. Personally you can't experience much and not much of any extra quality will be provided anyway - on a flight scheduled to take 1hr 20min only. I wouldn't even do it for £29 let alone £69 on this flight. Unless you just need to get final TP for the year, of course
