The three bag allowance is for all business and first class customers regardless of status. Someone with no status would get three.

A non *Gold traveling in economy gets one bag free on international trips. *Gold would get three free checked bags. The Star Alliance rules just say extra baggage allowance and that should be interpreted as extra from what a general member receives, not extra and above everyone else. Why would you get a better baggage allowance than a Mileage Plus GS member?

The link on the UA site lets you select different options and see your baggage allowance for that option. UA is the airline and sets the rules. I'm not sure why Thai didn't charge you for the fourth bag since their web site states you would have only gotten three free as a * Gold member-two plus one extra for the * Gold status (in Business class).

This is really immaterial. You get three bags free. You'll pay for any above that number.
