Actually in my experience they have allways been. At star alliance.com the benefits stated say EXTRA luggage allowance... So you get MORE the normally on top of what non status gets so when flying thai airways Bkk-Arn in business I get ONE extra bag ontop of my allowed bags.

This in very strange indeed
