The process is not that complicated with State Department FCU. I applied online, had an email the next morning asking for the last two pay stubs and a signature on an application form, emailed the docs back that evening, and the next morning had an approval email for a credit line twice as high as I requested. A week later I had the PIN letter arrive. The day after that, the card itself arrived.
The rewards program isn't that great, but it's acceptable. You can redeem at .75¢/pt. for Visa prepaid debit cards. It looks like hotels and flights are available for direct booking at about 1.2¢/pt.
