That is what I meant, if it doesn't clear you will get back the miles/copay. IME I have never had to call refunds at all. But obviously if it doens't happen you would call.

This is in contrast to buying up to W class and using a GPU where if you don't clear you are s--- out of luck.

The priority for upgrades clearing are:

status
fare class
time on WL

Regardless of if you have or if you don't have status put your request in ASAP as any upgrade instrument is refundable (unless you clear and your booking bucket isn't available to go back into).

This is a heavy gov. flight along with the Bah/Kwi flights. As stated I have been on this probably 10x's and it is a popular route. Although in the summer you get less traffic because of the heat.
