Not quite ... the nominal voltage is 15VDC, not 12V, so some 12V adapters or inverters will not work.
The cigarette lighter voltage in cars is notoriously poorly-regulated, so most inverters are built to work over a fairly wide range of input voltages. I suspect few or none would have any problem handling 15VDC.
