See my recent post about this bag on another thread. In fact, I've commented on this bag a number of times in various threads. I own several bags in the TLS line and really like them all.

The bag is exactly 21.5 inches high when measured from the floor. When I first bought it I was disappointed at two things. 1) It was heavy for that size bag, even empty. 2) Lots of room taken up by the rods for the retractable handle.

That being said, it's my go-to bag and I've taken it on many trips. The rigid bottom and sides protect the cargo very well. I really like the pockets arrangement on the bag and the expansion feature is great. I arrange things in the areas around the handles, the skinny Eagle Creek tubes are good for this.

I haven't been traveling in Europe recently, so can't address your question about size. But the dimensions on the ebags site are correct, so compare them to the airlines' requirements. I always find the ebags videos very helpful when trying to decide on luggage purchases, be sure to check the video on what you're considering.

Also, there's a new TLS carry-on wheeled bag coming in September from ebags, it's shown in their most recent catalog that they send out with orders. You might want to wait to check that one out.
