Last night and Avis rep told me that I would have to call that morning and ask if the car on the lot was a V8 or a V6. ...! This is 2012, they should have a better of idea of their cars than that.

Car rental companies for the most part don't guarantee particular models, and certainly not particular trims. If you want a particular model you'll pay a serious premium because that cuts down their flexibility.

The vast majority of Mustangs in the fleet are V6. If you book one of those you'll almost certainly get a V6. At some locations, "Mustang GT" is a valid Cool Car, that should be a guaranteed V8 if you can find such a location.

Now, I don't know why I'm being so nice as to check this sort of thing for someone who insists on being so shouty, but I *can* tell you that Hertz tends to have a larger selection of guaranteed models reservable, and at HPN has both Camaro SS and Challenger R/T (both of which are V8s) as part of its "Adrenaline Collection". I don't know whether they're available on your particular days though, nor whether you're likely to get them for your desired budget.
