Why would Canadian immigration care if you paid your fuel surcharge?
They probably haven't got much idea of how much an airline ticket should cost and what the 3rd flight is about. You could just say you booked it by accident
Isn't it usually possible to online check-in and just go to the baggage-drop area, I don't think they will check your itinerary there...

Does anyone worry that checking bags will cause scrutiny of a tricked itinerary?
