Interlining and Baggage fee on ST partner carriers

My debut post here:
My trip sets on next monday YYZ-JFK-DAY-DTW-PVG (a bit of a MR) and will eventually arrive me in Shanghai on 21st the Tuesday night. Although my final destination is Nanjing but I always took the train from shanghai back to my city in the past. But the thing that hurts is PVG is so far away from the railway stations in Shanghai especially when you have to carry two pieces of checked bags.

I happen to search for fares from PVG-NKG (delta does not offer NKG as a valid destination) and found a super cheap fare at 25 bucks offered by China Eastern on C-trip.com, a popular chinese travel website. Without hesitations, i booked it and the flight will be on 9:30pm and my delta flight will land at 6:40pm. According to experience, the amount of time is relatively sufficient for custom and check-in.(Delta at terminal 2, China eastern at terminal 1)

There are the questions: the domestic baggage policy for China eastern is 20kg for coach passengers and i have 2 bag which definitely exceeds the limit. I am not sure how exactly the Interlining agreement between airlines works in my case Delta and China eastern and how it works in case of the custom clearance. I think I will have to clear my custom and have my passport stamped at terminal 2 and claim my bags before I can check-in for the latter flight at terminal 1. Can I avoid the baggage penalty(by China eastern domestic standard) by adding the short segment as part of my international itinerary so that my bag fee can be waived off according to Delta baggage policy?
