Horrible baggage handling is main bottle neck, you have to retrieve your bags to go through Add in spotty customs clearing unless you have a Nexus card it's not a quick process.

I would not do this Y__-YYZ- USA without at LEAST 2 hours if you are travelling with bags. It can be a nightmare.
Last year YYC-YYZ-DCA with 2.5 hours in YYZ, I only made my DCA flight because it was delayed.
The wait for the bags to go through US pre-clearnce was just ridiculous, the worst ever.
