I can only answer the last question. They give you the most recent model if the most recent model is out on the market for around a year.
Example: current BMW 1 was launched around September 2011, so by now, the new model is available in most countries.
BMW 3 limousine was only launched in March 2012, so the BMW 3 fleet at SIXT is still a mixture of the old and new model.
