The above are right. My hub is OTP and, as you reach Passport Control, you will have to ask specifically for transit, because not many people do it there. There will be an elevator / escalator downwards to the Departures level, which is right below Arrivals in the finger / pier.

In the Departure hall, lowest level is the food court and highest level is Business Lounge.
