Offical policy on when a GA should close the door?

Just curious what the policy is (for those lurking GA's out there) on when a GA is supposed to close the door. I thought it was 10 minutes prior, but maybe I'm crazy. Our flight yesterday was closed at 13 minutes prior or more (our connection was delayed, not due to weather). We arrived at the gate at 13 minutes prior, door was closed, and was told that our confirmed FC seats were given away, and the flight was overbooked. It sounded as though the GA knew we had a tight connection (4 of us), knew the flight was overbooked, and rather than IDB anyone, decided to close the door early, then claim we missed our connection, not an IDB. Thoughts?

Edit to add : our luggage made the connection, but we got to the gate 8 minutes before our luggage, and we watched our luggage be loaded onto the plane. I may be nitpicking on the times, but I'm going against my call logs to the DL desk and the time stamps from the baggage check function from the app.
