What makes a hotel a resort is its Hotel Type being a Resort. On Marriott.com do a search for any city (Las Vegas in this case), when the results come up in the left frame under Hotel Type check the Resort box. The resulting hotels are resorts.
While Hotel Type is the determining factor in a hotel being a resort, the hotel's web sites, both Marriott and it's own, are peppered with numerous references to this hotel being a resort including the very first line of the hotel's description:
The Cosmopolitan is the most original luxury resort and casino in the heart of The Las Vegas Strip.
