I imagine that OP-UPs are extremely rare on intra-Europe KLM flights since there is no dedicated business class cabin. If additional economy seating is required, the crew simply moves an adjustable partition forward, shrinking the Europe Business Class cabin. I suppose it's possible for one or two economy passengers to be re-seated in Europe Business Class if there are an odd number of paying passengers, leaving one or more open seats.
