As US carriers allow the use of mobiles after landing and even encourage people ("If you plan to use your phone during taxi please make sure to get it now as you will not be allowed to get it from the overhead bins while the fasten seat belt sign is still on...") I am fairly sure that this is not a safety issue. Rather it is a UK regulatory issue BA has to comply with.

I find the people using their phones during approach and landing slightly more worrying. But even there I have never said anything.
