Not sure what they can do though with a BOB regime on short flights. Hot food needs to be heated, and you don't know who will want it and who won't. If prepay, you won't know if you want it or not, so you won't prepay if you don't know what the offer is.
I agree, the current offering is garbage, but not sure how they can fix it.
