In either case, if the passenger was denied passage, in spite of complying with the current published guidelines, he has grounds to be upset. I'd be willing to bet that it was 5J who hosed him, and not the PRC government. I think a bit of research is in order (i.e. pax compels 5J to provide explanation in writing, after doing some fact finding).
