They use Timatic, but 48hr is not applied to anyone - you have to fly a non-Philippines airline if you want to use it. Only way. Embassy papers are useless to them as they have non-public internal rules, they are referring to, which prohibit random person travelling any time they wish to do so.
From a Chinese Immigration standpoint, the 48-hours at PVG/SHA rule is applicable to any international transit by a citizen of one of the countries on the favored list. (24 hours for anybody else). If you were told that the problem is Chinese immigration then either of the following is possible 1) you were getting a line of BS and this is a Cebu-originating rule; or 2) the Chinese have just unofficially instituted a punitive stance against Philippine-based airlines due to the current political flap with the Philippines.
