Strictly speaking, this is not as true on any other carrier I've tried as it is on BA. I routinely book awards on LH/LX and AF/KL/AZ with less than a month's notice. In fact, on LH/LX, you get a 10k miles discount for booking less than 2 weeks in advance, and there is almost always availability (I'm no even a status member anymore)...
Where are you based, and where do you want to go? I have been able to book US domestic sectors very cheaply (9k r/t + ±$4.50) at short notice, so if I have more information, I could possibly help...
