Mixed feelings
I have mixed feelings about this:
On one hand I understand the problem is consumption and having met many frugal FT'ers and witnessed behavior such as water bottle "to go" drinks and people over-serving themselves it's a problem many here should blame themselves and fellow guests for causing.
On the other hand, I don't have total faith in the SC management's execution of solutions to these problems. (They've done little to solve the LAX power problem and it surprises me that access to snacks in MSP in on a bend-over, floor mounted refrigerator that has a door eager to snap that plate of carrots and fake cheese out of your hand.) That said, I'd be ok with the staffed bar as long as water, juice and soda remains self-serve.
