No -- because the seat fee is never
required. If you opt not to choose a seat, the airline will choose one for you at check-in (or may even give you the option of picking seats that were previously for sale). You're never obligated to pay the fee as a condition of travel. The fact that other airlines offer free seat choice is irrelevant; travel sites shouldn't fold
optional fees into their quoted prices.
