IMPERIAL BEACH — Imperial Beach’s former Seacoast Inn hit a speed bump in the final stretch of its 13-year road to reopening as a newly constructed full-service hotel this fall, but developer and owner Pacifica Companies says a delay until early 2013 will be well worth the wait.
