Would make sense. The AS board rooms do. And IIRC so do the AA clubs. I have seen people fill up empty soda bottles as well from the fountain (and I am guilty of that myself sometimes if I fly DTW/MDW with no drink service but also have had bartenders fill the diet coke bottle for me if I have been drinking and tipping them during my stay), but it would mean better service for the people in line for alcohol and for the people drinking coke, not waiting in a line.
