Simple. ZIP is replacing AC mainline flights on many major prairie routes to provide a lower cost infrastructure with which to compete with WestJet. Since there is no AC mainline alternative, it is imperative that status miles be provided, or Aeroplan would be disenfranchising members in Edmonton, Regina, Saskatoon and Winnipeg. TANGO flies on routes where AC maintains a mainline alternative product. The traveller can therefore chose to fly discounted AC mainline, or TANGO, and get status miles or not.

Remember, there was considerable concern that ZIP would not offer status miles, and an uproar occured which made Aeroplan clarify that it would.

I see no inconsistency. TANGO is being treated like ROYAL, able to offer Aeroplan miles, but not status miles. ZIP is being treated like JAZZ, able to offer both types of Aeroplan miles.
