Actually, it IS their rule. They submit their policies to Transport Canada who then "approves" them. They could just as easily submit a rule that allowed these devices and seek approval, especially as it is widely known that some pilots are now using iPads as a replacement for their briefcases.
Dig a little deeper, you are incorrect on how electronic devices are approved and what is allowed.
