I really wish airlines would either eliminate the lap baby rule or adjust the age downward for this reason. Any baby who can walk (and plenty who are just crawling) is too squirmy to be a lap child. 12 months would be a more reasonable cutoff.
I say this is a mother of a three year old who has flown with her dozens of times. I've always bought her a seat, except for one Southwest flight that was just an hour long (it was half empty and we got a whole row for the two of us anyway).
Parents like this give those of us who are trying really hard to be considerate of others a bad name.
