In my experience, CSRs tend to forget about the no stopover within one region rule if booking within a region they are unfamiliar with. I have even had a supervisor book me a stopover before. Of course, YMMV.
Instead of doing PVG-TPE-PVG-KWL, why don't you try PVG-TPE (stopover) - HGH-KWL (destination)-PVG?
