One of the problems is that there is a fuel surcharge on EI TATL flights, albeit a very small one. But even $1 of surcharge converts a "free" award ticket to a paid ticket for purposes of certain taxes. As a result, a roundtrip TATL award ticket on EI has about $34 of U.S. international arrival/departure taxes that must be paid. An AA award ticket for travel on AA metal has no such fuel surcharges, and therefore no U.S. international arrival/departure taxes. And, of course, there are certain Irish taxes and airport fees that must be paid when departing DUB for ORD, even on an AA award.
