I think some airlines have done so. Points based on dollars spent seems to be the easiest way for airlines that just don't want to deal with the promotional creativity as much (not the only reason, but I think making it harder to accrue 'cheap' rewards helps profitability easily). At this point, MR folks have to already be part of the revenue management model.
