I-131 for Permanent Resident for trips less than 6 months

My wife is a permanent resident for >7 yrs. Her father is ill and she has been staying in China with him for 4 to 5 months at a time for the last two years (she is staying in the US for around 1-2 months each year). When she came through SFO last week the cbp agent told her she needs to apply for an I-131.

I've talked to immigration, cbp; congressmen's offices and all say she doesn't need an I-131 and when I tell them that the cbp agent says she needed one they agree. (??)

Anyone have any experience with such a set of circumstances. I know lot's of green card holders who have only spent a week each year in the US for many years and they never were asked for an I-131. They do get questioned a little at customs but that's it.

Appreciate any information.
