"Low risk" is not exactly accurate. This list includes 4 of the top 5 offending countries of origin for UK immigration violators (the 5th country was South Africa, but since the imposition of visa requirements for them I'm sure they have dropped significantly down the list).
Absolute numbers of a given population vs. proportion of a given population. The latter is more relevant to risk of visa/entry violations. Low risk indeed.
