Depending what you want to do in London, you might just drop the bag with left luggage at Paddington Station, explore from there for a few hours then return. From Paddington it's a fairly easy journey to City Airport (2 tubes and the DLR, but you have a cross-platform connection at Baker Street then just up one escalator at Canning Town).
