It all depends on the transfer of bags. If all flights are with Mainline then they can and will interline the bags check through to FCO If the YYZ FCO is with Air Transat or any of the discount/charter airlines then you will need to pick up your checked luggage at T1 and take it with you on the train to T3 to re-check.
You will need to re-clear international departure security at T3.
Let us know the airline YEG YYZ (most likely AC) and YYZ FCO - we can give a more definite answer.
