I can't comment on the Hilton specifically as I stayed at the Park Hyatt, but I found the public transit to be perfectly usable. We took the train to Geelong, spent a night at the Four Points by Sheraton there, then rented a car from Hertz to do the Great Ocean Road. It was very easy to just get the car in Geelong and it was a short train ride down there.
