The minimum connect time at IAD, Delta domestic to AF international, is given by ExpertFlyer as 90 minutes.

If your ticketed routing shows 77 minutes, the ticketing party owes you a legal routing (or a refund). Delta can certainly open award inventory on its own planes RDU-ATL-CDG.
