The mandatory EU compensation for cancellations and bumpings seems to have concentrated their minds. Perhaps time for a similar scheme for lost bags.
EUR 250 for baggage delayed for more than 12 hours after actual final destination flight arrival time plus costs and compensation if actually lost would concentrate minds. It would certainly stop baggage being offloaded in favour of cargo.
