The problem with changing the check-in time requirement is that the airline can't just impose a new check-in time requirement at will. It is quite a process that has to be approved by either the FAA or the DOT (maybe both).

Whether or not FLL needs it, is a different story. Is it just that horrible during large cruise departures? or is it because of construction in or around the terminal?
