The "dining" vouchers are indeed still the breakfast vouchers. The full breakfast at the restaurant is up to $18 now and doesn't look very appealing, the $10 gets you a continental buffet that's not listed on the menu or mentioned by the waiters without asking (and looks even less appealing). I walked back out of the restaurant and grabbed two large cups of coffee and a bottler of water at the espresso bar, which is indeed as nice as people mentioned in this thread before.
