The other possibility is that it wasn't 2 x £60 change fees, but £60 change fee + £60 fare difference because your original booking class(es) were no longer available and you would have had to rebook into a higher booking class and thus have to pay the fare difference. So are you sure that you were told that it was two lots of change fees for a single transaction?
