The last time I entered the USA with GE kiosks down, the passport guy asked me about stuff I had with me. He scribbled something that forced me to go to secondary/ag/Xray, but of course didn't have the decency to say so, which meant that I stood in the exit customs line, only to be sent to secondary and then back to the exit line.
