The only place I've come across this is in Hungary, where I've been charged in Euro (the local currency being the Forint, of course).

Accor's terms and conditions do say that you will be charged in either local currency or the "commercial currency" of the hotel (Clause 15.2). I can't really see why a Thai hotel would charge in Euros though.
