You making an assumption about a company that was reckless enough to post a fare to Hong Kong for 4 miles plus taxes...don't assume anything....
I agree with whoever stated that this could be a way to avoid fines (if you don't complain, there is no fine). Or perhaps only those who complain will get to fly.
