Tianjin is slightly further from YYZ than PEK.

Also the flight plan data on flight aware on Jun 6th for AC31 - seems like a valid route to PEK. http://va-uralairlines.ru/charts/ZBAA.pdf shows several arrival procedures starting at KM NDB (KM 7A, 7B and 7C arrivals)
