In earlier days flights used to file to a nearer destination and reclear to their final destination if there was sufficient fuel to do so. Many an early morning spent at LHR waiting to hear those magic words - recleared to FRA so no fuel stop LHR!!
This was the normal procedure when, for some reason, they could not uplift sufficient fuel. (Normally the case with RR engined 707, PW engined 707 normally managed the trip)
