You mean the DoT regulations, as opposed to "internal policies," don't you? Doesn't really matter what internal policies say in this regard. Kinda like saying that they have an internal policy requiring that, if you pay for a ticket, they have to let you get on the plane

Didn't know that these were refundable. Single-use promotion codes also have unique identifying numbers, and can't be reinstated once used, so I figured that these would work similarly.
