Is Mopa really at the northern tip of the state? If so, then does it really make sense to move the commercial airport there? They may as well revive Ratnagiri or something. And what about people from the south? Would they have to go to Mangalore?

Goa's not that tiny a state and air traffic is rather significant, relatively speaking. An airport a little bit north of Panjim makes far more sense if Dabloim is to be replaced. A bit further in the future, there will likely be enough demand for another new airport the south-central region.

Of course, to use my own words, better stick to goals that don't need divine intervention.
